Today, Orange County faces a transportation crisis with high traffic, long commutes, and rising prices. In response, Sunrise Movement Orlando convened civic leaders, transit experts, and community organizations in Orange County to create a bold initiative to make fast, diverse, and affordable transportation a reality for working families across our county: the STAR Plan (Sunshine Transit Advancement Resolution).
The STAR Plan is being voted on by the Orange County Board of County Commissioners on Tuesday, September 29th. Only with your support can we get STAR passed!

The STAR Plan would establish a countywide framework to study, secure funding for, and develop rapid transit for eight high-volume transportation corridors:

How Will We Get There?
Achieving fast and affordable public transportation is not as impossible as they make it out to be. Here’s how STAR will happen:
TAX-INCREMENT FINANCING (TIFs)
The STAR Plan is modeled after Miami-Dade County's SMART Plan, which has used tax increment financing (TIF) to help secure billions of dollars for transit improvements.
TIFs capture future increases in property tax revenue from growing areas and reinvest those funds back into the community. In this case, TIFs would be expanding transit. Under the STAR Plan, Orange County would establish TIF districts within a half-mile of STAR corridors, with a citizen oversight board deciding how the funding is invested in transit projects.
THE STAR ORDINANCE
The STAR Ordinance would make rapid transit a priority in Orange County. Rapid transit refers to high-quality public transportation with service every 15 minutes or less, dedicated bike and bus lanes, and traffic signal priority. This includes Bus Rapid Transit, Light Rail, and Heavy Rail. The STAR Ordinance aims to:
Designate 8 priority transit corridors for rapid transit expansion
Create a TIF district within a half-mile of each corridor to generate dedicated transit funding over 25 years
Establish a Citizens’ Rapid Transit Trust Fund managed by an independent citizen oversight committee to ensure transparency in investments.
By investing in rapid transit, the STAR Plan would reduce traffic and carbon emissions, connect more residents to reliable transportation, support new housing in the urban core, strengthen applications for state and federal transit funding, and move Orange County toward a future where one in three residents lives within a 15-minute walk of rapid transit.
